Le FIFAK : Festival International du Film Amateur de Kélibia est la plus ancienne manifestation cinématographique en Tunisie, c'est le berceau de la majorité des cinéastes et techniciens tunisiens.
Le festival est un lieu incontournable de découverte de talents et de créativité artistique des jeunes dont quelques uns sont devenus célèbres à l'échelle internationale : Nanni MORETTI (Italie) - Diego RISQUEZ (Venezuela) - Sheila GRABER (GB) - Ahmed BEN KAMLA (Algérie) - Ferid BOUGHEDIR (Tunisie) - Ridha EL BEHI (Tunisie)… Et des invités de marque qui ont visité auparavant le Festival tels que: Youssef CHAHINE - Marc FERRO - Alain BERGALA - Robert MALENGREAU - Michel KHLEIFI - Haile GERIMA - Alfonso GUMICIO DAGRAN
En collaboration avec Le Ministère de la Culture et de la Sauvegarde du Patrimoine et la Municipalité de la Ville de Kélibia, la Fédération Tunisienne des Cinéastes Amateurs – FTCA organise le 26 ème Festival International du Film Amateur de Kélibia (TUNISIE) du 03 au 10 Septembre 2011.
La cérémonie d'ouverture aura lieu au Théâtre en plein air de Kélibia le 03 Septembre 2011 à partir de 21:30.
Cher(e) Cinéaste,
Nous avons l’honneur de vous informer que la 26ème session du Festival International du Film Amateur aura lieu du 03 au 10 Septembre 2011 à Kélibia. La ville de Kélibia, pôle d’attraction privilégié des touristes locaux en cette période d’été, accueillera environ 1500 cinéphiles, 300 cinéastes amateurs et étudiants en cinéma venus montrer leurs dernières créations (courts métrage) et échanger les expériences avec leurs homologues étrangers et les professionnels en la matière.
A l’intention de cette population cible et aux estivants de la ville, Le comité prévoit les sections suivantes :
* Projection de films :
• compétitions nationale et internationale (amateurs et indépendants – écoles de cinéma
• Séances spéciales dédiées à un cinéma ou à un pays.
• Films pour enfants (courts et longs métrage)
* Ateliers pour les participants dirigés par des spécialistes tunisiens et étrangers
* Ateliers pour les enfants de Kélibia : (masques, marionnettes, bandes dessinées)
* Colloque animé par des spécialistes et universitaires.
* Discussions des films en compétition.
* Compétition nationale de scénarios et de photos

Le FIFAK est une manifestation cinématographique organisée par la Fédération Tunisienne des Cinéastes Amateurs avec la collaboration du Ministère de la Culture et de la Sauvegarde du Patrimoine et la contribution de la Ville de Kélibia et du Gouvernorat de Nabeul.
OPTIONS ET BUTS :
• Favoriser la promotion et la diffusion des œuvres du cinéma amateur.
• Permettre aux cinéastes amateurs de confronter leurs expériences notamment par les débats consacrés aux films participants.
• Faciliter les contacts entre les diverses cultures nationales.

1. La Compétition Internationale : Compétition ouverte aux films amateurs, films indépendants et les films d’écoles, de toute origine, de tout genre en 35mm, 16mm, MiniDV, DVCam, Beta.
2. La Compétition Nationale :
• Compétition des Films d’Ecole :
Compétition ouverte aux films tunisiens produits par les écoles de cinéma de tout genre en 35mm, 16mm, MiniDV, DVCam, Beta.
• Compétition des Films Amateurs et Indépendants :
Compétition ouverte aux films tunisiens amateurs et indépendants de tout genre en 35mm, 16mm, MiniDV, DVCam, Beta et d’une durée maximale n’excédant pas 30 minutes.
• Compétition scénarios et Compétition photos.
NB : la date de production ne doit pas être antérieure à Juillet 2010 et d’une durée maximale n’excédant pas 30 minutes.
3. Section information : Ouverte aux films présentant un intérêt thématique et/ou artistique et qui ne rentrent pas dans les conditions de compétition.
4. Hommage au cinéma militant
5. Séances spécial dédiées à un cinéma ou un pays
6. Des colloques et des rencontres
7. Discussion des films présentés en compétition
8. Ateliers de formation

• Prix spécial du jury : 800DT
• 2ème prix : médaille d’argent : 500DT

MODALITES D’INSCRIPTION ET DE PARTICIPATION :
Chaque inscription doit parvenir à la direction du festival accompagnée de :
• Une fiche technique pour chaque œuvre.
• Une photo du réalisateur et une brève présentation de son œuvre antérieure.
• Une photo du tournage.
• Une copie du film en MiniDV pour la sélection.
Si la langue originale du film ou de la bande vidéo semble être un obstacle à la compréhension de l’œuvre par un public arabo-francophone, l’auteur fera une transcription en français ou en anglais.
Les demandes de participation doivent parvenir à la direction du festival accompagné de la copie vidéo du film en MiniDV avant le 05 Août 2011 (participations étrangères) et avant le 12 Août 2011 (participations tunisiennes) pour visionnement par la commission de sélection.

We have the honor to inform you that the 26th session of the Amateur International Film Festival will be held from 03 to 10 September 2011 at Kelibia. The town of Kelibia, attraction privileged local tourists in this summer period, will host about 1,500 moviegoers, 300 amateur filmmakers and film students from showing their latest creations (short film) and share experiences with their foreign counterparts and professionals in this field.
For members of the target population and holidaymakers from the city, the committee provides the following sections:
* Film Screening:
• National and international competitions (amateur and independent - film schools)
• Special sessions dedicated to a cinema or a country.
• Children's films (short and feature film)
* Workshops for participants led by Tunisian and foreign experts
* Workshops for children Kelibia: (masks, puppets, comic strips)
* Symposium hosted by experts and academics.
* Discussions of films in competition.
* National Competition scenarios and photos

ORGANIZATION :
The FIFAK is a film festival organized by the Tunisian Federation of Amateur Filmmakers in cooperation with the Ministry of Culture and Heritage Preservation and the contribution of the Municipality of Kelibia and the Governorate of Nabeul.
GOALS AND OPTIONS :
• Facilitate the promotion and dissemination of works of amateur film.
• Allow amateur filmmakers to share their experiences including the discussion on films participants.
• Facilitate contacts between different national cultures.
EXERPT FROM REGULATIONS :
The FIFAK includes the following events :
1. The International Competition: Competition open to amateur films, independent films and student films, of whatever origin, of any kind in 35mm, 16mm, MiniDV, DVCam, Beta.
2. The National Competition :
• Film Competition of School :
Competition open to Tunisian films produced by film schools of any kind in 35mm, 16mm, MiniDV, DVCam, Beta.
• Competition of Amateur Films and Independent :
Competition open to amateur and independent Tunisian films of all kinds in 35mm, 16mm, MiniDV, DVCam, Beta and a maximum not exceeding 30 minutes.
• Competition scenarios and photos.
NB : the date of production must not be earlier than July 2010 and a maximum length not exceeding 30 minutes.
3. Information Section : Open to films of thematic interest and / or artistic work and which do not corresponding to competition regulations.
4. Tribute to militant cinema.
5. Special sessions dedicated to a cinema or a country.
6. Symposia and meetings.
7. Discussion of the films in competition.
8. Workshops.
FESTIVAL PRIZES :

The international jury of the festival will award the following prizes :
• 1st prize: The Golden Falcon.
• Special Jury Prize and Special Awards.
• 2nd prize: Silver medal.
• 3rd prize: Bronze medal.
National Competition :
The national jury of the festival will award the following prizes :
1. competition of student films :
• 1st Prize: Gold medal : 1000DT
• Special Jury Prize : 800DT
• 2nd prize: Silver medal : 500DT
• 3rd prize: Bronze medal : 300DT
2. Amateur and independant films competition :
• 1st Prize: Gold medal : 1000DT
• Special Jury Prize : 800DT
• 2nd prize: Silver medal : 500DT

3. Screenplay Competition : • Best Screenplay : 200 TD
4. Photo Competition : • Best Picture : 200 TD
TERMS OF REGISTRATION AND PARTICIPATION :
Each entry should include :
• The entry form.
• A photo of the director and a brief presentation of his earlier work.
• A photo of the shooting.
• A copy of the film MiniDV selection.
If the original language of film or video tape appears to be an obstacle to understanding the work by Arab-speaking audiences, the author will make a transcript in French or English.
Requests to participate must be received by the festival direction together with a copy of the video film MiniDV before August 05, 2011 (foreign participation) and before August 12, 2011 (tunisian participation) for viewing by the selection committee.
